Ethics of publication activity is a set of well-known and generally recognized principles, norms and rules that should guide participants in the process of scientific publications (author or authors, reviewers, editors, publishers), and which regulate their relationship.

The ethics of the publication activity of a scientific journal (hereinafter – publication ethics) is based on international standards developed by the Committee on Ethics of Scientific Publications (Committee on Publication Ethics, COPE).

Areas of application of norms and rules of publication ethics:

* preparation and presentation of scientific articles by the author(s);

* interaction of the author(s) and reviewers;

* interaction of authors among themselves;

* interaction of the author(s) and the Editorial Board;

* rights of the author(s);

* relationship between publishers and readers;

* conflict situations between participants in publishing activities.

Compliance with publication ethics is ensured by the Editorial Board, the Editor-in-Chief.

The highest body controlling the observance of publication ethics at all stages of the preparation and publication of scientific articles is the Editorial Board headed by the Editor-in-Chief.

Unethical behavior

Unethical behavior is the actions of authors, editors or publishers related to the independent provision of reviews of their own articles, contractual and pseudo-censorship, recourse to agency services for the publication of scientific research results, falsification of the composition of authors, publication of pseudoscientific texts, transfer of texts of articles to other journals without the consent of the authors, transfer of materials to third parties, violation of copyright and the principle of confidentiality of editorial processes, manipulation of citations, plagiarism, falsification and fabrication.

Publication ethics for the author(s)

The article can be completed and submitted for publication by one or more authors (co-authors), the number of which should not exceed 6 people.

The author(s) sends the article and accompanying documents executed in accordance with the Rules for the design of the text of articles for publication in the scientific journal “Bulletin of Amanzholov University” to the Editorial Board via the online system.

The article must contain the full affiliation of the author(s): indication of academic degree, title, position, full name of the organization, postal address of the organization, name of the country, e-mail.

The article submitted by the author(s) for publication must contain:

* new, original scientific results obtained by its author(s);

* true, reliable, theoretically and empirically sound, logically consistent, clearly stated information;

* bibliographic references (to authors and sources) when quoting or using the ideas of other researchers;

* indication of the output data of previously published scientific works of the author(s) in case of their verbatim copying, which can only be used as a basis for research and new conclusions;

* indication of the sources of any financial support.

The article submitted by the author(s) for publication should not contain:

* false and/or falsified information;

plagiarism.

The article submitted by the author(s) for publication should not be:

* previously published in print and electronic media;

* sent for publication in other print and electronic media.

The authors must ensure that the names of all co-authors and project participants who have made a significant contribution to the research are indicated, and that all co-authors have read the final version of the scientific work and have agreed to its publication.

By submitting an article for consideration by the Editorial Board, the author (authors) undertakes to participate in the process of its modification (editing, elimination of deficiencies) within the time limits set by the Editorial Board.

Publication ethics for the Editorial Board

The Deputy Editor-in-Chief and the executive Secretary must, within the established time limits:

– in writing, via the online article submission system, inform the author(s) about the receipt of the article and accompanying documents, their registration and acceptance for consideration;

– to make a decision on the basis of reviews and verification of compliance by the authors with the established rules of submission and design of the article on its acceptance for publication or rejection;

– inform the author(s) in writing and/or via the online submission system about the decision of the Editorial Board on the admission of the article for publication or its rejection (indicating the grounds);

– to acquaint the author (and co-authors), at his request and at the requests of co-authors, with the review (reviews) received; 

– send the article to the author(s) for its revision in accordance with the comments of the reviewer(s);

– keep scanned copies of the original reviews and references in accordance with the legislation of the Republic of Kazakhstan;

– send the article after its correction for editing;

– send the article after editing to the author(s) to eliminate the shortcomings indicated by the editor;

– publish articles in the journal, as a rule, in the order of their receipt;

– inform the author in writing about the publication of his article (with the output data of the scientific journal “Bulletin of Amanzholov University”).

The Editorial Board provides:

– copyright preservation;

– compliance with the established deadlines for passing all stages of preparation and publication of the article;

– interaction of all participants in the preparation of the article (author/authors, editor, translator);

The Editorial Board has the right to make a final decision on the publication of the article or its rejection.

Editorial Board:

– considers each report on the facts of non-compliance with publication ethics, regardless of the time of its receipt;

– in case of confirmation of the facts of non-compliance with publication ethics, it is mandatory to publish either refutations or apologies, as well as information about the revision of the article;

– reports to the editor-in-chief on compliance with and/or all violations of publication ethics at all stages of publication activity.

The Editorial Board takes measures to prevent and/or eliminate conflicts between participants in publishing activities at all stages of its implementation.

Publication ethics for reviewers (experts)

All articles submitted to the Editorial Board of a scientific journal are subject to scientific review (scientific expertise).

The executive secretary of the journal, after receiving the manuscript of the article and checking it for compliance with the formal requirements, sends 2 (two) reviewers to receive a review.

The reviewers of the article cannot be co-authors or the author of the article himself.

The reviewer formulates reasoned criticisms about the relevance of the research, its compliance with the profile of the journal, the novelty and reliability of the results, the level and clarity of the presentation of the material and presents his opinion in the form approved by the Editorial Board.

The recommendations of the reviewers are the basis for the editorial board when making a final decision on the publication of the article.

The review should be objective and independent.

The reviewer’s criticism of the author’s personality is excluded. Articles are evaluated solely on their scientific content, regardless of the socio-political views of the authors.

The reviewer should not review articles in which he is interested and should not use its content for personal gain.

Reviewers are obliged to inform the Editorial Board about the conflict of interests in the process of reviewing the article in case of its occurrence.
